Level 60 and extra skill points for Lords and Heroes

This mod changes maximum level for Lords and Heroes to 60.

Lords are getting 3 skill points per level.

Heroes are getting 2 skill points per level.

Skilldump without bonus stats is included.

All props are going to Death_Toad whose mod I used as a base and just changed a few numbers, namely reduced skill points gain for Heroes from 3 to 2 per level and increased Skilldump capacity since it couldn't hold more then 99 unspent skill points and some Lords remain with more after unlocking all available skills (looking at you Caravan Masters).
