No More Zone Checks

Skips the checks for "zones" in Autotsar and Aquatsar mods (besides the ones they come with) to let the game/server load faster!

No map mods that I know of support these zones, and it insists on checking them on every game start one by one, and per zone type. This hardcodes the one file that they come with for the vanilla map and uses that, and skips looking for other zone files. If anyone knows of other maps that support zone files I can add support for those here. Even maps like Kingsmouth, which require Autotsar's Yacht Club, do not have these zones! Boats and cars spawn fine without them!

Will add support for Agrotsar if there is interest.

Does not actually require *both* Aquatsar and Tsar's Common Library, should just fail to find the file for the other. That said, I only tested it with both so let me know. Technically you can run this on its own but it wouldn't do much. :)
