If that is the case then I am sorry that this is incorrect.
I made this during the game's Early Access so it may be outdated now.
All I did was take the information from the in-game encyclopedia and arrange it in a spreadsheet.

For powers, they are based/grouped on skills picked prior.
I can'r remember the details but powers mainly improve what you have already invested in;
Pick essence skills and you get essence based powers (i.e. +1 all Essence at start of round)
Pick utility skills and you get utility powers (i.e. +40% unit production)
Pick combat skills and you get Brutality (i.e. +1 damage)
...
Again, it has been a few months since I have played but I plan to do so more soon-ish.
