use the scroll wheel to zoom into your body
look forward at the steering wheel

and you've done it

this is usually broken with some playermodels and some vehicles. not all vehicles support this, not all playermodels look good like this, sometimes you'll end up seeing the inside of your face as well

it all depends on the vehicle and the playermodel, but usually base source game models support this.
