Overall very opinionated and also contradictory as Sneak gets brought up as not worth investing when it also claims that it can be used to both solve things and have advantage in combat since NPCs won't alert each other letting you easily chain kills; this is in fact the only game I have ever tried that allows for the concept of "stealth rocket launcher".
Perk progression: Level 3 Awareness, level 6 Bonus Move, level 9 Bonus Rate of Fire, level 12 Better Criticals, level 15 Action Boy, level 18 Sniper, level 21 Action Boy.
Take for example hitting a LEG - on low point roll there is just more damage. On high roll, there is crippling of leg. For head, high roll is instant death. Without armor calculation. Regardless of damage.
Now I said the second roll happens between 0 and 100. This is where "Better criticals" land. They provide ADDITIONAL bonus to this "what critical does" roll, with them the roll can happen between 0 and 110. Now the intrugueing thing. Any roll which is higher than 100, regardless of body part, is instant death!!
Now imagine a character with minigun. Sniper (yes, with minigun), LCK 10, AG 10, Fast shot, Better criticals. Per round you can do 4 Shots for action points. 40 hits each shot. Each shot has 10% chance to insta-kill, regardless where it lands, regardless of armor, regardless of target hp. Welcome to Fallout.
