the rotor technology for helis isn't in the game

the navy nuclear engine is quite easy to fix actually, to fill in the correct class name (eg. the stock nuclear engine) then can be used. same with the moving speed of heavy mech. inf

GOE nations broken, with this mod enabled the GOE nations are independent from game start and their national spirit icons are missing
