All content is packed in, map has almost ever model featured in-game on p3 and textures. some of window texture's were replaced due to lighting issues

A couple of the inaccessible outlets have no textures, I have every game but TF2 mounted (mainly because I tend to stay away from its chaotic community.) Is this what it's missing?
