General Utility Game Mode - No Commanders

Description:
This is a "No Commanders" variant of the General Utility Game Mode.

The difference is that when you use this one -
1) No commanders
2) No intelligence bulletins

In addition, the script checks to see if you are using the Late 1944 Tuning Pack (forthcoming), and if you are it applies a few scripted fixups needed by that pack. If the script does not detect that pack it exits after finishing the General Utility stuff, which means that this can be used without that tuning pack.

This should work with all the tuning packs that the original General Utility Game Mode did.

If you are subscribed to both this and the original, this will be the one that includes "N/C" as part of its name on the game options list.
