Agency and Shoots mission files fix for GenericTech

Beskrivning
This just fixes the mission files for the two CS GO survival maps (Agency and Shoots made by GenericTech, adding a single line of character_order code and organizing the missions files better.

Hopefully he notices this and adds better character order to his survival campaigns. Otherwise they're great as they are and really fun to clear.
