In my opinion getting suzerainty of city-states is quite easy against AI. You could use the discount on levy by becoming suzerain of 1 city-state immediately and then levy their army to conquer the others, then free them so you become their suz.
The Temple of Melitele acting as a fort is just a thematic thing, indicating that it is a safe place. It can be useful sometimes but it should not be the main reason for building it.

I'd give them perks to get quicker rule over city states like Hungary has, because as an economic-religious civilization it's logical and pretty unique for them to rely on a mercenary army, so increasing the city state's army recruitment time might also be useful
And maybe rework Meliete's defense, since it's hard to use it until you have advance troops there. Something along the lines of +1 amenities if a unit/unit standing there gains experience, or maybe that it increases your civilization's range and decreases throughput regardless of terrain.
Landsknechts are pretty solid.
