Locomotives rebalance

The mod changes the characteristics of locomotives, such as maximum speed, power, purchase and maintenance costs.
Engines can be conditionally divided into categories:
1. Cheap - low speed, low power, but purchase and maintenance for regular tokens (all others use resource tokens)
2. Fast - high speed and low power.
3. Medium - balanced locomotive with good speed and power.
4. Heavy - more expensive with higher power.
Changes affected the original engines, plus one added from the quests.
Late locomotives have high power, so I recommend using with other mods that add new wagons and increased stations.
