Crouching not always work so...
As you enters the office, just go left, by the stairs, and under Lachlan's balcony. There is a lever behind his desk and the secret entrance is by the fireplace, by the side of Agent Yellow Flash.

THANK YOU!!! this was a lifesaver. Lachlan caught me when I was over in that area, must not have been close enough to the wall, so I never would have bothered going over there again if it wasn't for your guide. <3
