The following is a detailed guide to all of the Thieves Guild quests in Balmora
Diamonds For Habasi: Obtain a diamond from the local alchemist.
Job

Chat with Sugar-Lips Habasi in the South Wall Cornerclub in Balmora about jobs and she will ask you to steal a diamond for a friend. Sugar-Lips will suggest that you steal the diamond from Nalcarya of White Haven, the local alchemist. To complete the quest, you don't have to steal it from Nalcarya, you can buy one or acquire one in any way.

Stealing The Diamond











Nalcarya has a total of six diamonds. There are three diamonds in a locked chest upstairs above her bed, two diamonds on the shelves next to her, and one in her inventory. Sugar-Lips only needs one diamond. You can keep the extra. When you return for your reward you will get an exclusive invisibility potion, and a 10-point increase in disposition.

Obtaining The Key









Speak to Sovor Trandel, who hangs out at the Council Club and persuade him to 70 Disposition and then bribe him any amount and he should give you the key. This is the way I chose to do this because it is the clean way to do it. Other than picking the key out of Sovor's pocket.
Ra'Zhid's Dwemer Artifacts: Recover some Dwemer artifacts from Ra'Zhid in Hla Oad.
Find Ra'Zhid

It's a moderate walk to Hla Oad from Balmora through some fairly rugged terrain; alternatively, you can travel to a port city with a dock (you can take the Silt Strider to Vivec), and take a transport ship to Hla Oad (although this will take longer).

Ask around town, and you will be directed to Fatleg's Drop Off, where Ra'Zhid can be found loitering inside. Chat with Ra'Zhid, and he'll play dumb about the artifacts in question, claiming that he hasn't received them yet.











Speaking with Ra'Zhid leads nowhere, no matter how much you attempt to persuade him. As is often the case, though, he can be taunted into attacking you fairly easily, removing (some) legal complications.











Recover the Artifacts

The artifacts are a Dwemer goblet, bowl and tube. Note that you can return any items that you find (from any Dwemer ruin, not just the ones in Hla Oad). However, the goblet must have a weight of four units (there is one that weighs three units, and it will not be accepted). The artifacts are in a locked (35) chest behind three barrels left of the front door and Ra'Zhid will likely attack you if he notices you attempting to open it or taking the items. Ra'Zhid has a key to the chest on his person, and you can attempt to pickpocket the key from him. Even if you taunt Ra'Zhid into attacking you and you subsequently kill him in the battle, the owner of the store, Trasteve, will still report you for robbery if he sees you trying to open the chest, with or without the key that Ra'Zhid is carrying. Conveniently, there is a pillar in the house situated directly between the chest and Trasteve that can block his view of you.
The Vintage Brandy: Steal some fine Brandy from the Hlaalo Manor.
Hlaalo Manor

The Hlaalo manor is across the river and has two locked entrances (30 and 40 locks). Be careful of the guard patrols when you pick the lock so you aren't noticed. Getting into the Manor is easier from the balcony (the 40 point locked door), since the guards won't notice you easily. To get on the balcony, simply jump from the staircase of the bordering guard tower.





Locating the Brandy
There are two locations for the Brandy you are seeking. One is upstairs in Ralen Hlaalo's dresser and the other is on the top center shelf near the body of Ralen.






Return to Habasi with the Brandy she's seeking for a reward of 1,000 gold.
Free New-Shoes Bragor: Free a fellow member of the Guild from prison in Pelagiad.
Travel to Pelagiad

The quickest way to reach Pelagiad from Balmora is by taking the silt strider to Seyda Neen and then casting Divine Intervention to end up at Fort Pelagiad. Alternatives include following the path to the east from Seyda Neen, checking all roadsigns to Pelagiad, or proceeding east-southeast out of Balmora past the Moonmoth Legion Fort, crossing the Foyada Mamaea into the Ascadian Isles region, following the signs to Pelagiad.











Locate Mebestian Ence

Mebestian Ence is a trader in Pelagiad whose shop is located across the street from the Halfway Tavern. Mebestian Ence smuggles Dwemer goods and Shadbak gra-Burbug takes bribes from Ence to overlook his activities. Once in Ence's shop you can find a Dwemer coherer in a small locked chest on a shelf upstairs, or it may be purchased from him for around 60 gold.

Shadbak gra-Burbug can be found just inside Fort Pelagiad, up the street from Mebestian's shop. Confront Shadbak about the artifact and convince her to release New-Shoes. If you stole the artifact from Mebestian, don't admit to it by selecting the option Yeah, I stole it. She will incriminate herself; once she does, force her to release New-Shoes.








Completing the Quest

After confronting Shadbak, go through the "South Wall" door to the cells downstairs. You will find New-Shoes in one of the cells close to the evidence chest awaiting the final paperwork, and you can speak to him through the door. He will give you his pair of new exquisite shoes, as they've been nothing but trouble for him.

Return to Balmora, and speak with Sugar-Lips Habasi for a reward of 1,000 gold.
Master of Security: Help Habasi find the security master in town.
Inquiries about Altmer in Town

Just about anyone in town will be able to identify the six or so Altmer in town:

1. Culumaire, at the Lucky Lockup.
2. Estirdalin, at the Mages Guild.
3. Imare, at the Hlaalu Council Manor.
4. Nalcarya of White Haven, the Alchemist.
5. Hecerinde, found in his house.
6. Tyermaillin, found in his house.
It's a matter of some footwork to walk around and talk to each one, but you can eventually find out that Hecerinde is the security master.

Hecerinde can be found at his house in Balmora, which is located on the east bank of the Odai River running through town, up on the north end. Chat with Hecerinde about security and South Wall and he'll admit to having neglected his duties to the Thieves Guild, and will agree to help Sugar-Lips with her request.

Loot the Mages Guild: "Borrow" a tanto from the Ald'ruhn Mages Guild.
Stealing Anarenen's Devil Tanto

You will quickly find that the guildhall isn't completely unguarded; there is one guard in the entrance, Manis Virmaulese, who immediately engages in combat with you as soon as you enter the guild, forcing you to kill him or simply ignore him. If your Sneak skill is high enough, or you make use of Invisibility or Chameleon spells, you can easily avoid dealing with him. He'll still challenge you when you enter, but if he can't see you, he can't fight you. The tanto is in a small locked chest downstairs to the right in the alchemist's corner on the top shelf.








Return to Aengoth for a reward of, well, nothing. You can, of course, sell anything else you loot from the guildhall.
Redoran Master Helm: Stick it to a Redoran councilor by stealing his Master Helm.

Arobar Manor is on the right side of the Manor District next to the Redoran Council Hall. The helm is in the Manor Bedrooms, (from the entrance through the Guard Quarters, into the Private Quarters, and onto the Manor Bedrooms, Left Bedroom). The helm is found on top of a closet next to Miner Arobar, so you'll need to sneak in order to get it.









Return to Aengoth with the helm for a reward of 1,000 gold.
Naughty Gandosa: Steal a naughty little girl's book.
Stealing the Book

In fact, the book is across the hall from the bedroom where you just stole the Redoran Master Helm from. It's in a well locked (75) and trapped chest in a large room with a few guards and witnesses, so the theft is not easy by any chance.








In case you forgot the way, go from the entrance through the Guard Quarters, into the Private Quarters, and onto the Manor Bedrooms. It's in the bedroom on the right, behind the screen.
Return to Aengoth for a reward of an Amulet of Far Silence and a Chameleon Ring.
Withershins: Pick up a copy of this rare book.
Stealing Withershins








The fastest route is to grab a Silt Strider from Ald'ruhn to Maar Gan. The Tradehouse is north of the Silt Strider ramp in Maar Gan and Miles can be found in a room downstairs. The book is in a locked (70) crate by the desk (again, use Sneak and Chameleon to prevent him from attacking). Alternatively, you can simply leave the door open, wait for him to leave, and then close the door. You are then free to loot whatever you can find.

Any four will do, so if you happen to have any, just hand those in. If not, the nearest ruin is Bethamez, which contains three pieces. Alternatively, you can simply buy or steal some metal at Cienne Sintieve's alchemist shop in the manor district (lower level on the left). You can also find four pieces at Anis Seloth's shop in Sadrith Mora.
Return to Aengoth for a reward of 1,000 gold. If you go downstairs later, you will find two non-hostile Spider Centurions wandering around.
The Darts of Judgement: Steal four daedric darts from a Redoran Guard.

The Llethri Manor is just to the left of the Council Chambers in the Manor District. Eindel can be found just to the right of the entrance inside the Manor, but she will tell you nothing of the darts (and doesn't have them on her; time to find out where she sleeps). Eindel keeps the darts lying on her bed in the Guard Quarters (west from the Entrance Hall).








There are four darts on her bed (last one on the left side from walking in) and watch out for the guards when you steal them.


When you return to Aengoth with the darts, he gives you the choice of keeping them or selling them to the Guild. If you sell them, you'll get 500 gold per dart. He will also remove any bounty you may have incurred during the quest. This is Aengoth's last quest. I would sell them if I were you.
Thieves Guild In Wolverine Hall

Potion Recipe: Help the local Mages Guild with their alchemy.

Anis can be found on the other side of town, north of Wolverine Hall. The recipe is in a crate under a plant upstairs (where there are no witnesses fortunately). Tusamircil can be found at the Mage's Guild in Wolverine Hall (the only castle in Sadrith Mora). When you enter Wolverine Hall, look for a stairwell which leads up to a door marked Imperial Shrine, enter this door. Once inside, enter the door on your left marked Wolverine Hall. Proceed up the stairwell and enter the first door you see - Mage's Guild. Give the recipe to Tusamircil. After that, return to Big Helende to finish the quest.
The Grandmaster's Retort: Steal a rare Retort for some cash.
Berwen's Retort







Berwen is in the center of Tel Mora, northeast of the docks if you arrived by ship. Unfortunately, the retort is on the shelf in front of Berwen, so you'll have to be sneaky. The easiest way is to go upstairs, jump over the boxes, jump up on the table in the far corner, take one or two steps into the corner, turn to the right until you can see the shelf below, get into sneak mode and use a telekinesis spell (one with a 25 foot range works well) to grab the retort. Another way is to exploit the game mechanics by jumping onto the shelf, then immediately jump again so you are stuck in the ceiling (you have perfect sneak when you are in the ceiling), then sneak and grab the retort and anything else within your reach that you may want.










If you have already killed the Corprus Stalker upstairs, you could just buy it for an exorbitant amount of money if you don't want to risk getting caught, but it's cheaper to kill Berwen (you'll get a bounty around 40), take the retort and anything else that seems useful to you, then go remove the price on your head with Rissinia when you return to Sadrith Mora. Speak with Big Helende to finish the quest.
Wizard For Hire: Hire a battlemage to protect the guild.

When you get to the mages guild, speak with Arielle Phiencel and ask her about hiring a wizard. Arielle will request four pieces of Raw Ebony as payment. Again, any four pieces will do, from a mine or elsewhere. Once Arielle receives the ebony she will send the Battlemage Natalinus Flavonius over to Dirty Muriel's.
Redoran Cookbook: Steal the Redoran cooking secrets.
Stealing the Redoran Cookbook

Travel to Ald'ruhn to steal the book Redoran Cooking Secrets from Dinara Othrelas.The book can be found in Dinara's bedroom in the Private Quarters of the Manor (northern-most bedroom), in a locked chest (50). There's no one around so it's a simple matter to steal the book. You can also receive the book by raising Dinara's disposition to 95 or higher and then asking her to give it to you (she's near the entrance).










A Recipe For Success

You can either take the cookbook directly to Fara or return to Helende instead. If you go straight to Helende she will reward you with a Quality Potion of Shadow. Either choice gives you the faction reputation and disposition rewards.
Felen's Ebony Staff: Steal a staff from a mean Telvanni.

Tel Branora is at the far southeast corner of the map and is easiest to reach by boat. Felen can be found up in Therana's Chamber, accessed through the Upper Tower, east of the docks. He sells some powerful Conjuration spells, including some spells that can be purchased nowhere else (such as Summon Golden Saint,) so you may wish to spare him if you can avoid it. His staff is leaning against the bookcase behind him, so anything you can do to increase your sneak effectiveness (such as Chameleon) is helpful, or you can try to walk around the back of the bookcase and take the staff from there.








When you return to Helende with the staff, she'll give you the choice of keeping it or a cut of the profits from selling it (250 gold). Either way, she also gives you a Ring of Far Reaching and removes your Bounty.
