Hierophant: Grooming a Lore Hierophant takes a long time, especially if you start with leveling up Intrigue, as exp cost increases drastically per level. A pair of daggers is really valuable here, as it put his intrigue to 5 immediately, and he can focus on leveling lore from the get go.
It seems that in this guide, the focus is on getting a dark empire (w/o civil war) going, but it assumes that once it's in place, it'll win against the target empire without getting declared on by every other nation in the vicinity at once.
Especially considering that it's just so much more consistent and quicker to go for manifestation spam with gold + food (after periphery raiding with sacrificial orcs), I have a hard time thinking of when this strategy would be better.
