The scoop is utilized as for a top-mount intercooler because the base car for the Harakiri GT is the Seppuku which is naturally aspirated. As such there's not much space for a front-mount intercooler.

Though I have to agree on the tackiness of the scoop for the car, without the scoop the car would look a wee bit cleaner.
