I highly recommend using PsyCHo's Ulysses VP to complete him.

-Ulysses' outfit from Fallout New Vegas, for both sexes and with faction hero support. Find his body in the Torso section, his Mask in the Face Props sections, and his Dreadlocks in the Hair section. Also adds extra bare arm parts in the Arms section in case you don't have any bare arm options already.

(Requires Invisible Limbs For Everyone to prevent the arm and leg slots from having armor pieces selected and clipping with the outfit)
