How to run this game on Windows 10
To solve this problem, please check out this video: https://www.youtube.com/watch?v=ja2thg2KzRs
(or write "Sonic and SEGA All-Stars Racing | Windows 10 (Steam) Startup Crash Fix Tutorial" on YouTube).
This video really helped me to run this game on Windows 10.
All credits go to him and those on Steam who have discovered this problem.
This guide is just a summary for newcomers.

Config Settings:
The first thing you have to do is starting the game. A pop-up window will appear. Play Sonic and SEGA All Star Racing and Sonic and SEGA All Star Racing - Config.
Select Sonic and SEGA All Star Racing - Config.

You will see this little window:

If you want to play this game on a powerful PC/laptop, select
Display:
  • (select your graphic card, mine is NVidia Geforce RTX 3070 Laptop)
  • Resulution to 1920x1080 @ 60Hz.

General:
  • (select your language, I picked English)
  • Texture Resolution: High
  • Shadows: High
  • Low Detail Models: Four Player
  • Widescreen
  • Vertical Sync
  • Soft Particles
  • Motion Blur

(If you have a low end PC/laptop, select the graphic settings to Low.)

If you still can't run this game, you have to change your sound settings.

Sound Settings:
1) Go to your Windows Bar and search the sound settings.
2) Right click it and select "Open Sound Settings".
3) Click "Device properties".
4) Click "Additional device properties".
5) Go to "Advanced"
6) Select "16 bit, 48000 Hz (DVD Quality)" and click on "Apply".

If you have followed these steps (or watched the video on YouTube), then run this game.

After you have done all these steps, you should be able to run this game on Windows 10.

!!Attention!!
Please be aware that you CANNOT play this game in WINDOWED MODE. Only in Fullscreen.

Did you know...?
This game does not have Steam Cloud support. Unfortunately. :(

The name of your save file is "ssr_save.bin".

Location:
Go to Windows Explorer -> Your memory (D: (example)-> Program (mabe you'll see x86) -> Steam -> steamapps -> common -> Sonic and SEGA All Stars Racing

It is recommended to back up your save file on a portable hard drive or an USB stick. So you don't have to start all over again if you buy a new PC/laptop.

Finished!
Thank you so much for taking your time to read this guide. Enjoy Sonic and SEGA All Star Racing and have a nice day.

If you have any questions, please let me know down in the comments below.

This game wont even launch :(

For anyone having crashing issues after playing the game for a bit, it is likely related to the game trying to use too much RAM. Unfortunately trying to patch the .exe to make the game large address aware prevents Steam from launching it, so the only solution is to drop your graphics so its takes longer before the game crashes. You just need to lower textures and shadows to low and models to 1 player, I did this and could play the game for significantly longer before it crashed.

Other fixes for things such as fov and windowed mode can be found here > https://www.pcgamingwiki.com/wiki/Sonic_%26_Sega_All-Stars_Racing

@Dr. Weirdscience
I'm having the same experience.
Every time I reach the Roulette Road (Casino Park) race at Chaos Cup, the game crashes in the middle of the race.
Tried everything that I could and got NO results.
Maybe I should've bought this game for my Wii instead...

Is there a way to run this game on Windows 11 where it won't crash on certain races like Roulette Road for example? I've tried the video and other Steam game crashing methods but nothing works

None of this worked for me, but the weirdest part is when I first installed it earlier today it worked. I closed it for a few minutes and when I went to open it up again, that's when it started not working, so I'm not even sure if it's to do with any of these settings.

I bought this game for my Notebook and Its operational system it's Windows 11.
My game crashes at some point at the Roulette Road (Casino Park) race at the Chaos Cup.
I don't know how to avoid crashing the game, and this guide was made for Windows 10, so nothing helps here.

I tried playing with my speakers unplugged and didn't work out (somebody recommended the solution).

Since there are still people making comments on these guide, I would appreciate it if anybody could give me some help or info on what I could do to solve the problem.

PS: No pop-up config menu appeared when I boot up the game, It's just straight jump in the game.

In steam click cogwheel (Manage) then select Launch config. Input the settings. Close it. Click cogwheel again (Manager) then select the game launcher. Will launch if it doesn't adjust the sound settings. Enjoy the drifting again!

Great helpful guide.
You need to select Sonic and "SEGA All Stars Racing - Config" on the first steam window when launching the game.
But you can do it too from your library : right click on your game, then properties. After that you can choose your starting option from there, in the "general" tab
