Maybe last ditch thing to try is to uninstall the game, delete anything still left in the folder, install again, and try running the mod again from a clean slate. Kinda like turning it off and on again. Sorry I couldn't be of more help.
Sorry friend but until I know more I have no choice but to conclude problem has to be on your end. Last few bits that come to mind you can try: running the exe as admin (solves permission issues); adding that same exe to AV/Firewall exceptions (as it's unrecognized to overprotective OS, maybe you have warning balloons turned off?); and setting its compatibility to Win7/10. Other than that I really have no clue what it could be.
Anyway will take a closer look over the weekend but no promises. Unfortunately, since I'm just a messenger rather than the mod author the only way around it as I can see now would be to revert to an earlier game build (25 March 2022, 3.4y ago). Unless it in fact does work and problem is on your end. Hope you won't mind waiting for a little while more while I'm figuring it out.
