Jolly good show!

Adds a tophat and monocle.
(Original mod had gin and rum, and various crops and recipes for them; I will probably re-add in a later update)

Monocles are set to eye layer so they can be worn with other hats/helmets.

Probably because it's such a cheap apparel item that even the weakest pawns can afford it. I may have to reconsider the apparel tags.

Please consider a version without the top hat, since "Rimworld" has added that in the Vanilla rendition. I'd kill to get that monocle.
