After the fall of the Russian Empire and the Civil War, many Mosin rifles were left/captured in the successor states. Some in fact were left with so many guns that the most logical step was to simpy adopt them, such as the case of Finland, who over time improved the rifle for their own needs.
Other countries, such as Poland, decided to use Mauser derivates, but they couldn't throw away so many stored rifles, and thus decided to convert them to 8mm Mauser, creating the Wz.91/98/23 carbine for secondary troops, security services, and cavalry.
