I personally think the combat is flawed precisely because the best course of action is just to spam all the buttons -- until it isn't. Weapon modes should be unlocked before skirmishes, and for the difficulty curve of the game, SP costs of spectral weapons should be higher in the early-mid game. Rather than saying this game has good combat, I would say that the combat in this game eventually becomes good.
And it's even worse if you are using a specific weapon mode, because you'll hardly have time to charge a level 4 attack in power mode. Finally, as dodging also consumes PE, your "tutorial" isn't that helpful since you don't do any damage once you're dead.
I agree that the game is overpriced and has many flaws, but combat is not one of them. If you think so, you haven't played enough or you are not in the target audience. Nobody asked you to buy this game, not even Square Enix :')
