You have to be on top of a tower to see this one

Aside from all the gnomes on the fountain, this one was a bit hungry for some hotdogs

Bit of an update, but as of 1.1 - the gnome to Ancient Monument has decided to reveal himself. He can be found at the rock outcropping behind the blue van, peeking from behind the right side.

I will also confirm that there are also a gnome on each of of the new Tomb Raider levels. I'm choosing to withhold their locations though as the DLC is only a couple weeks old as of commenting.
