What is the priority in leveling passive skills?

its entirely up to you although i would invest in defensive and get the final defensive passive at around lvl 30, try to get skills that will dish out the most damage first, i would all so suggest to invest in Tech Tree - Optimization at Omicron Ankh,as early as possible it will allow you to re-roll your items to stats that are more preferable to use dmg/hp/resists etc. invest in life drain and shield drain in your weapons as early as you can as well with the re-roll option you invested in at Omicron Ankh, good luck.

I would suggest getting "HP and Supression gained 100% of killing blows Damage, or "X.X% HP gained on critical hit", or "X.X% Chance to deal double damage and gain HP equal to that amount. on your weapon as early as possible as its main stat on your weapon.
