I recommend farming these during a Skirmish Event[sttwiki.org] (where you do nothing but ship battles) with a supply kit (-25% chronitions used)[sttwiki.org] popped when you must grind for intel anyways.

I've limited the location to early episodes so players that haven't played for that long can participate but in most cases the location mentioned is also the ideal one.
