I appreciate you reporting the issue and providing the solution.
I tested the issue by activating only the two said mods, with/without changing Vsync or monitor settings, but I was unable to reproduce it so far.
While "Particles and foliage fix" edits some "dust inside" values, if a player activates the two mods simultaneously, "dust inside" values will go to 0 (except in Ashland).
Honestly, I have no idea how the two mods are causing flickering, but I added your report to the mod's description.

But I am curious: what exactly does it mean, "the more advanced trigger xml script ?"
Dustless Interior works for my Flipped Buildings and Box Step mods, but I did not add anything advanced to them.

I tried replicating the issue, but I failed.
I created a new save in vanilla and vanilla + Dustless Interior.
Then I went inside buildings of World's End and switched the floor levels quickly and repeatedly. All floor levels of buildings were displayed without a problem.
Even with my main save, using 150+ mods, including a town editing mod, I could load all floor levels without a crush. I cannot find any clue or solution right now.
