Empire Divided - Many Armies + Navies + Agents

I reached a point in the campaign where 16 legions weren't enough to fulfill the needs of the restored Roman Empire of the 3rd Century. There weren't any mods for this specific campaign that adjusted the armies per imperium level, so I made my own.

Each Imperium level gives you 6 legions
So starting at 0, you go from 6>12>18>24>30>36>42>48

I also increased the number of navies you can field per imperium level
3>6>9>12>15>18>21>24

I also increased the number of agents you can field, 10 of each agent.

*Update* Can now have up to 17 total edicts.
