Strategy Overhaul Bridge: Sangheili Spec Ops and Allies Unknown Sangheili

Bridges both Sangheili Spec Ops and Allies Unknown Sangheili if either mod is present. This is purely config only so you don't need both mods installed if you only like one of them.

The droppable plasma rifles (yeah I finally updated the description of that mod to note that can happen) now have proper stats for Covert Infiltration. They're somewhat better compared to a normal AR to make up for the fact that they are weapons you can't build.

Elite swords also have proper stats for covert infiltration (add less time compared to traditional swords), and are also buildable through Prototype Armory now.
