I use Bspsrc, I check for leaks, when I fix the leaks, it still says the same leak is still happening.
I noticed after the TLS update the arms on some of them (most noticably Ellis) have become messed up.

Yes. That is because the VPK is as it was untouched before the update. This was done on purpose.

So I dove into the VPK and it turns out there are no patch notes within, just a "thanks to" note. But by comparing the content and patch notes, its very clear that this VPK directly correlates to the version available on gamemaps that was released on 09/06/14, and replaced on 04/26/16. As for the workshop, the same version was released 09/06/14, but was replaced 03/25/21, much later than gamemaps, just as you said. So this VPK is definitely the version prior to the break, and was the 7th update to the campaign.
