TTT2 was just updated. It now allows disabling the round limits entirely.
For now you will just have to set the ttt_round_limit and the ttt_time_limit_minutes to their maximum values.
1. ttt2 starts the mapvoting and then disables it's round logic because it doesn't expect there to be any more rounds after this.
2. PAM's skip option then cancels the vote and leaves the gamemode stuck because the gamemode disabled it's own round logic.
I just did some tests and what you describe is exactly what happened for me as well. The issue is on the ttt2 side though.
I checked the ttt2 code and apparently there's no way to disable round and time limits.
At the moment you will have to set both the ttt2 round limit and the ttt2 time limit to their maximum possible values.
I'll make a pr for ttt2 which allows disabling the round and time limits, but this pr may take a while.

1. Does the menu not show up?
2. Is the skip option not there?
3. Does the skip option not do anything when it wins the vote?
4. Can you tell me the values of your current round counter and skip option settings?
