Once you those two things installed, you can go to the next step.

How to Install the Mod

Open the Archive with WinRAR
Open your Grand Theft Auto IV's data file (Should be in : C:\Program Files (x86)\Steam\SteamApps\common\Grand Theft Auto IV\GTAIV\common\data)
Replace your loadingscreens_pc.dat with the one in the archive we downloaded Earlier.

You're Done !
