To anyone with problems with audio working, or unsynced audio, you need to move all of your subscriptions that are in use to the "custom" folder. Do not copy and paste, simply drag and drop. Also unsubscribe to everything that is in use once you move everything to the custom folder.
If anything is left in the workshop addon folder, for example a leftover vpk file or cache file in Steam\steamapps\workshop\content\362890\2712463359, it may cause conflicts.
What happened to me is I had the IIopin weapon pack installed in the custom folder, while it was also in the steam addon folder. This confused the game.
TLDR: Delete everything in the steam workshop folder for Black Mesa after moving addons to the BMS custom folder.
