Just some fixes for getting Just Cause to run on modern systems.

Looks Like:
In-game window reading "Save failed". Can happen when saving changes to settings or at bases during game-play.

Caused By:
There are a couple issues than can cause this. Either Just Cause lacks permission to write and modify files or an anti-virus program is blocking Just Cause from making changes to your computer.

To Fix:
First check your antivirus software to see if it's blocking Just Cause from modifying files. If you don't have third party antivirus software installed, check Windows Security to see if its ransomware protection has blocked Just Cause. To check, open Windows Security and go to Virus and threat protection -> Manage ransomware protection -> Allow an app through Controlled folder access -> Add an allowed app -> Recently blocked apps, and add JustCause.exe to your allowed apps, if it's listed. You can also add JustCause.exe by going to Browse all apps and finding it with File Explorer.

If your antivirus software isn't blocking Just Cause then set JustCause.exe to run as an administrator. To do this, open your installation of Just Cause, usually found at
C:\Program Files (x86)\Steam\steamapps\common\Just Cause
and right click JustCause.exe. Go to Properties -> Compatibility and enable "Run this program as an administrator". This should allow Just Cause to write the files necessary for saving.
Failed to find Steam

Caused By:
This happens when Just Cause can't locate the Steam.dll file. This may occur if Just Cause and Steam are installed on two different drives. I experienced this issue after setting JustCause.exe to run as an administrator while trying to fix another problem.

To Fix:
Copy, don't cut, the Steam.dll file from your Steam installation, usually found at
C:\Program Files (x86)\Steam
and paste into the Just Cause installation, usually found at
C:\Program Files (x86)\Steam\steamapps\common\Just Cause

[Part 1] For me it was Windows 11 Windows Security that was blocking the save. It does this every time for every game, so you have to manually input it if it doesn't prompt a warning to you. It's better to just do manually anyways just to ensure it will work. This should work on Windows 10 as well. Instructions will be for Windows 11 though.

Open Windows Security > Protection history > You should have a list the program has let through or blocked. Click on "low V" to > Which will ask for your permission to open a small menu, say yes > This should reveal the link in yellow text "Controlled folder access setting" click that > 3 menu's will show up, click on "Allow an app through Controlled folder access" > It will prompt you for permission, say yes.

[Part 2] Now you can allow every game you own manually for Steam. Use the Browse all apps to do that. Make sure to have the Steam folder open, \Steam\steamapps\common\Games.This isn't just for games either but for any of your programs (like Steam) and so forth without being prompted.

For the games, make sure to also allow other .exe files for games that have separate game settings which was frequent in older games like Just Cause.

Your guide is amazing, but unfortunately i'm still facing the problem. I'm not sure how to solve it and i still can't play the game due to "Save failed" :steamfacepalm::steamsad:
