Read the "One-handed weapon" article after the " Runar (spoilers!) " line — may be Tengral's status as teacher is related to Runar's quests results in your game.
But according to this guide, Tengral should be available as a teacher for mana from chapter 2 onwards as soon as you have completed the quests with the Innoses. So apart from the fact that I only received the quest in the third chapter and completed it there, I am now in the 4th chapter and still have no way of learning mana from him.
