Custom resolution parameters can be set on starting up the game using Steam's "Launch options" dialog. Right click on the game and enter the game's properties:
In the "Launch options" space, type in the following commands:
-screen-height /height/ -screen-width /width/
Remember to substitute /height/ and /width/ with your display's resolution dimensions.
Boot the game up; custom resolutions set should be immediately recognisable.

This guide should work to fix letterboxing, or if you just want to manually set the resolution of the game for some other reason.

make sure to put it before -screen-height and -screen-width or it won't work

If you want to run the game in windowed mode use --fullscreen 0

-popupwindow помогает сохранить указанное низкое разрешение. Автоматизировать безрамочность в BorderlessGaming не удалось. Когда он разворачивает игру во весь экран, та восстанавливает своё разрешение на указанное в настройках. Тоже происходит, если бы я сам зашёл в меню настроек и оно бы его сбросило автоматически. Придётся довольствоваться строчкой
-screen-width 480 -screen-height 360 -popupwindow
и после неё жать Alt+Enter для игры в 24–45 фпс на по-настоящему низких 360р с пиксельным текстом, заместо неиграбельных 8–12 фпс с никак не опускающимися ниже 1360х768 разрешением.

В меню OrbitalBullet работает, но как только загружает своё сохранение и начинаешь игру, оно сбрасывается на то что указано в настройках. Низкие настройки там совсем не низкие, а смена рашрешения экрана оставалось единственным, что могло поднять фпс.

Thank you for this! This allowed me to launch Super Woden 2 with an ultra wide resolution since the game doesn't support it natively in the menu.

Adding "-popupwindow" might do that. Haven't tested it, though.

Nobody thanked you but I will, you helped me with some Steamdeck games not running at proper resolution so thank you all the games I had a problem with now works flawlessly
