Start the casino heist, Step 1.

You start the heist from the board in the Arcades basement, but if you dont have one and you are broke you could always join the heist. Invites are being sent all the time, just wait and you could skip the other steps

Complete the objectives and start the heist, Step 2

You should be able to completing the objectives and start the heist within 1 hour which will earn you 1 million per hour
