First you must download these add-ons in order for the rest to work well

1- LibAddonMenu-2.0 Download [www.esoui.com]
2- LibCustomMenu Download [www.esoui.com]
3- LibDialog Download [www.esoui.com]
4- LibMediaProvider-1.0 Download [www.esoui.com]

After you Downloaded all of them then extract them and copy them to this
C:\Users\YourPCNAME\Documents\Elder Scrolls Online\live\AddOns

Mini Map & Quest Tracker

1- Mini Map Download [www.esoui.com]

2- Quest Tracker Download [www.esoui.com]

Also extract and copy them to C:\Users\YourPCNAME\Documents\Elder Scrolls Online\live\AddOns

Then when you open the game go to the addons menu and activate all of them and they will work...
