1st step is you gotta enable console once you've enabled console type in the console bind (which ever key you wanna use to bind) dota_camera_lock 1

i have mine set too my scroll wheel just feels more natural the command should look like this

bind "mwheelup" dota_camera_lock 1; bind "mwheeldown" dota_camera_lock 0
