Wrong. A typical Forza driver does not concern himself with buttons or triggers to slow down and just uses the car immediately in front to brake...

For Xbock controller i'd set e-brake to A because having the brake and e-brake next to each other sounds good on paper but in my experience causes more problems....then if you decided to go full sim and use clutch LB is a decent clutch button though sadly not pressure sensitive like you'd want a clutch to be it's all clutch or no clutch.
