Does the game look like this when you launch it?
Solution
Right-click on game in Steam Library list, then go to Properties:


Add parameter "-nogl" in Launch options:


That's it! Close the properties then relaunch the game.
Known issues
Steam overlay will not work with this solution.

il faut executer le jeu en résolution 640 par 480 parce que c'est un vieux jeu du temps de windows 95... Pour cela, il vous faut trouver le fichier source dans Steam, le fichier deathrally.exe, clic droit ,propriété, changer la resolution...moi, ca marche sous windows 11

Right click on dr.exe, go to properties, in compatibility tab make sure the disable high DPI scaling option is checked.
