MAKE SURE YOU'VE PASSED AT LEAST 10 PLAYTHROUGHS because he is considered a locked character and will only be able to spawn after some endings have been unlocked. That way you can also get the "I've Always Been Around You" achievement (Get to the end of ten stories). After that, start "farming" for his spawn.

-"Set it to "Infiltrator" difficulty so that you don't reload the same save by accident (via "continue" option i mean).

-Continue playing with this save game ONLY if you spawn near the "North" or "North-West" insertion point, as they are the only spawn points that are near the "Secluded pits" location.

If you don't get that spawn point, then start a new game again and repeat the same process.

Scooter will be, most of the time, always located in an area with a lot of cages, such as the "Secluded pits" area, inside the central cage. That is ONLY if you have him spawn there (Sorry guys, it's RNG).

You WILL have to repeat Steps 1&2 until you see him. He will appear as all the other helpful NPC's, with a green ring around his character model and to the bottom right corner his character portrait will be seen.

This achievement isn't that hard but it is pretty annoying as Scooter isn't listed as a helpful NPC in most games, not marked on Vic's map but ONLY after you have found him, spawns only in or sometimes outside of the cage. You will have to keep an eye on him if you want to make an encounter with him normally in one of your playthroughs and not by "farming" him using my method. That doesn't mean it's not possible to find him. It means that it will be a lot more RNG based and time-consuming.

From other players and guide contributors, it is said that he can sometimes spawn in other areas with cages or even outside a cage. If that is the case, you will ONLY be able to speak and NOT free him as well, thus getting ONLY the "Waiting for collapse" and not the "Learn to swim" achievements.

I procedeed doing Steps 1 & 2 and luckily i got him to spawn in under 1 hour.
