Getting started
Now, as a beginner scout, i would recommend stock or Force a nature, as those do the most damage. when you get better, start trying new things such as the shortstop or soda popper. beginner secondarys are: mad milk for the health on hit, or the pistol if you run out of ammo, or if you need something besides your scattergun.
Aiming
Aiming is extremly nessacary for scouts, as chip shots never do anything more then 3 to 4 damage. as a scout, try and get meatshots. meatshots do PLENTY of damage, and how do you meatshot you ask? a meatshot is by running up to someone, getting as close as you can without becoming the ground, and shoot. battling with other scouts, however is so hard, i can barly win. advice for killing and dodging scouts is, keep jumping, do your best to meatshot, and hope for the best. now for the more health classes such as soldiers and heavys will be SUPER lethal to your health, as rockets and miniguns drain your 125 health rather quickly. try and dodge rockets, and for heavys, dodge their line of sight as best you can. as for demomen, its pretty hard to direct hit a scout double jumping everywhere with a pipe bomb. so while they arent AS bad as heavy's and soldier's, they are still lethal.
Other secondarys and primarys
The soda popper is a good weapon for being really hard to hit, as you keep jumping everywhere for 10 seconds. the shortstop is good with quick fix medics, but finding those few medics who use the quick fix is rare. the milkman set is good, but we'll talk about sets and good melees later. the soda popper and shortstop are the only other scout primarys, EXEPT the baby faces blaster. the bfb is a greeat wep. how it works is when you spawn, your HALF the scouts usual speed. but, after inflicting a few meatshots, your 2 TIMES the scouts normal speed. thats all for primarys, but we do have a crapload of secondarys to talk about. i'll begin with scouts sodas. the Bonk! punch is very good, but you cant shoot while the effects are active. the effects are invincibility for 8 seconds, which is good for when your in a pinch. now for Crit a cola. crit a cola gives mini crits for 8 seconds, but you take 25% more damage while the crits are active. next up: the flying guilltine. this is a throwable cleaver, which mix's extremly good with the sandman. it gives crits while enemys are stunned with the sandman, which is a plus, but once again, melees later. the guilltine also gives bleed effect for a few seconds on hit. the winger: its useless. well, sort of. it has only 5 shots in the clip, but has a 15% damage boost. thats NOT the good thing. the good thing is 15 or 25% (i forget at the moment) jump hight while its active. mixed with the soda popper, you can jump across the map using the high super jumps.
Melees
scout has plenty of these, and most are good for some tasks, others are great, and others are completly useless. wrap assassin: most useless scout melee ever next to fan o war. it has a 70% damage PENALTY, but the gimmick is you launch an ornament at someones face and then they bleed. i'd use the sandman for stunning + guilltine combo stuff. unless you wanna use a super bleed loadout. fan o war: good in SOME ways. it has a 90% damage penalty, which means regular hits do 10 damage, but on hit, you mark the target for death with mini crits. a mini crit is a 35% damage boost. which means they take 35% more damage. so yay! im not covering all the melees, but i will cover 2 more. the sandman: best scout melee for me. you can launch a ball at someone stunning them, BUT it lasts longer depending on how far away you were from them. longest someone can be stunned is 7 seconds. atomizer: next to sandman this is the best melee for ME. it grants a triple jump for 10 health each triple jump, but it has a -25% damage to players and it has a -30% firing speed. its mainly used for triple jump.
