Requirements
When I played this game ages ago for the first time, I was really looking for something like this as it would helped me as a newbie to know what to take care of to power up the commanders.

So here we go! You gain one piece of wargear...
...for having a 3:1 kill ratio with at least 200 killed enemy units
...for 1 province conquered
...for 5 provinces conquered
...for 15 provinces conquered
...for 2,000 killed enemy units (in total)
...for 5,000 killed enemy units
...for 3 conquered enemies (take their strongholds)
...for 1 defense victory (only played defenses count, not auto-resolved missions)
...for 3 defense victories
...for 5 defense victories
Remarks
Get wargear every time you unlock one piece. Depending on whether you play your commander offensive or defensive, chose the best matching piece of wargear. I prefer the following: First piece should enable the commander to see infiltrated units, then power up the life and damage if you go offensive, or the life and armor if you prefer a more defensive play style.

Cheers!

The funny thing about 3:1 ratio is that you need casualties in relation to the kills aswell. If you are too good at the game and kill a hundred enemies with like 10 losses of your own you dont get the achievement,

@HarrierStrikes I know what you mean. I played each of the different races, and one time it felt like it took a lot of battles, and one time it was like done after one battle.
The trick is to check the races strength, like Orcs with their numbers, Space Marines with their very various gear, Necrons with their resistance to morale effects, ...
The fastest is to play with Necrons against Orcs, when you play Necrons very defensive. You kill a lot of Orcs without the need of many forces on your side.

I've actually received the 3:1 with only 25 enemies killed, it's the most cryptic of the requirements.

if you're doing melee, get:
melee weapon
speed+health
ranged resist+health
melee weapon++

eventually you'll just unlock everything, but this is a solid guide, thanks
