Double Speed Forts :O

Description
I increased the speed of a bunch of things so the game feels like it's double as fast, moves double as fast and requires double APM :D

Changes include but are not limited to:
-build time
-scrap time
-repair time
-reload time
-recource generation
-fire spread, damage and extinguishing
-device animations <3

It works with most mods as far as I'm aware!

this seems like it will be better then the in game speed up things thanks
