He's on the top level of sanctuary, keep taking staircases upwards until you get to the top, then head to the center hub of the floor. He's in the northeast dining corner surrounded by tables.
Representative Nalla
Jump down to the main central plaza of the ship and head for the shops. Nalla is in the middle one wearing a witch hat.
FL-34
FL-34 is in the shop just west of Nalla.
Sergeant Reese
Leave FL-34's shop and head across the plaza to the southeast staircase. Reese is several floors up, standing next to an equipment terminal. For some reason he doesn't have his name floating over his head like the other NPCs.

And there you go, you're done! Time to go farm pumpkins :D
