Units Avoid Clouds

Drastically raises move cost of Dispersing Clouds to help non-fliers avoid them and to make them quite obvious when mousing over them quickly. This does make them more dangerous if you insist on trying to pass thru them anyways.

Does not affect regular or Unstable Clouds.

Avoid Lakes: It's much more useful.
