The required mod
In-order to easily get Popular Leader achievement, you need to subscribe to this mod: http://gtm.steamproxy.vip/sharedfiles/filedetails/?id=226548897
Follow these steps
1- Open Democracy 3.
2- Click on "Play".
3- Pick any country.
4- Set difficulty to %0.
5- Click on "Play".
6- Click on "Policy Ideas" (The lightbulb).
7- You should see new policies like Socialist Superstar, Capitalist Superstar, Youth Superstar and etc.

8-Click on every "X Superstar", implent everyone of them and set to MAXIMUM.

9- When you're finally done, click NEXT for them to take effect.
10- Click NEXT again and you will get "Popular Leader" achievement.

Why would you get an achievement for cheating like this with a mod. Who cares about having the achievement. Would seem like more fun getting this legit.
