In late 90s, TRA (Taiwan Railways Administration) require new tourist train for the growing up railroad traveling, also need to simplify classes of train. They decide to convert the old Fu-Hsing Semi Express passenger cars (35SPK2150, 35SPK2200, 35SPK20200) for the Chu-Kuang Express and Formosa Express service use. Name after 10400 series contain with 6 type of passenger cars:

-35DC10500
-35PC10500
-35BCK10600
-35BCK10700

They sill the primary use of Chu-Kuang Express and Formosa Express service.
