The insurgents are attacking once again. However, all the other governors went on vacation, leaving only the Garrison Commander left to fend them off.

In this scenario, garrisons must be used to solve problems as you have dramatically fewer soldiers. Can you prevail?

The scenario should be beatable on any difficulty.

Quirks aside, the Garrison Commander does lock maps down like no one else and is probably the most competant Governor.
