MIN = 0.1, MAX = 10
Which setting means it respawns water faster? Lower or higher?

In order of fastest deterioration for reference: ....
Iron box
Chest of drawers
In hand = ground = backpack
Iron box (in car) -> no deterioration
Item and food decay are supposed to happen very very slowly. Increasing the setting should degrade the items and food faster. Setting them lower should make them degrade slower.
I just tested this in the weirdest way. I spawned some fish fillets set the multipliers to their lowest and highest settings. And then changed the timeofday speed to try and proc the damage ticks sooner. I think it worked. I found increasing the setting does degrade the items faster but by such a small amount its barely noticeable.
I just sat and watched fish rot for an hour.
For quicker spawn times and 5x multiplier your settings would look like this:

Yes a setting of 5 should increase the spawn rate by 5 times. The settings with "examine" change spawners that you must interact with and examine in game. The settings without "examine" change the items that will spawn out in the open without interactions. Its best to just change both of them.
The "time" multipliers change how much time passes before you can either examine the same spot again, or the game checks to spawn another item out in the open. I believe the hard coded timers are 15 minutes long. So a multiplier of 2 would change them to 30 minutes and a setting of 0.5 would change the times to 7.5 minutes. I would also change both of these to the same amounts.
Just a reminder that the type of loot you find will be determined by your characters awareness stat. So a 10x multiplier will still only spawn low level items with a character with a low awareness stat.

I want to modify this default setting to mitigate the degradation of an item, but reduce the value? I don't know whether to decrease or increase the value.
I have checked in-game by setting MAX and MIN, but neither of them seem to change the rate at which food items spoil over ti. The amount of degradation? I don't feel that the item's degradation rate or amount is changed in either case.
Please help me.
