try restarting the checkpoint, if that doesn't work try restarting the mission.

if that also doesn't work try restarting your game and wait a bit.

for me it fixed on it's own after a while, after i tried these options

i got stuck at this helicopter part and the swimming in the sinking ship took me atleast an hour to figure out why it wouldnt work lmao

i stuck on Baku on roof no extraction heli, and i restarted on check point nothing, i restarted campaign nothing and i reinstalled game still nothing...
